President-elect Barack Obama’s decision to go back on his commitment to campaign with public financing was he decision to SELL OUT! Private funding is not audited by the FEC unless there is “cause”, while audits are mandatory for public financing.
Obama spent a record $744 million on his campaign but has disclosed donors for only $485 million of his windfall. Many of those donors are subject to questions about exceeding campaign donation limits and being legitimate donors. His campaign spent $312 million on Broadcast Media (versus $63 million by the McCain Campaign) while groups like ACORN received funding and abused voter registration processes. Obama further refuses to disclose information about his own citizenship, employment, health and education while claiming policies of transparency.
In addition to the $259 million with undisclosed donors, studies of the reports filed with the FEC, by the Obama Campaign, through the 2008 Year End Report, show the following irregularities in their submissions:
• $1.8 million — Contributions over the $4,600 limit (1,608 contributors)
• $26 million — Contributions over the $2,300 per campaign limit, reallocated without contributor affirmation.
• $4 million — Contributors with Foreign Addresses (4,158 contributors)

And while holding these funds, the campaign reports year end cash on hand of $15.5 million. Is the Obama Campaign spending money that is not legally theirs?
A total of over 2.5 million donor transactions were submitted to the FEC, with some donors having hundreds of transactions. Many records showed errors on city, state and zip code information and a single donor could have several name variations. Database analysis shows that fewer than 710,543 unique donors have been reported,
while the campaign is claiming 2-3 million.
Some of the records were flagrant trash like JFGGJJFGJ, JGTJ and KHV, KHV and HKVKV, KVKN K V and HDUSAHFD, DAHSUDHU. Numerous donors had a single letter given for their last name. Others were listed as Anonymous. Our personal favorite was the contributor Doodad Pro, whose occupation was “Loving” and employer was “You”. The records show 1565 transactions for him, with a net contribution of $305.

The Team initially identified $1.3 million in exceedances of the $4,600 primary/GE campaign contribution limit, based on the pre-general report. Updates based on the Post-General report show even more.
And there is also some outrageous stuff with the allocations. The limits is actually $2,300 for each election. If the primary or GE is not specified, then the date determines the allocation. BO is holding $26 million in donations noted as having reattribution/redesignation requests to the donor. Uh Oh! Sounds like refund time.
I guess BO does not want to share his wealth.

I think the FEC has alot of UNFUNDED MANDATES. I do not think they have any checks on the incoming reports. It is one of the things to recommend to them in the public comments.

I lived in Southeast Texas for 20 years. I went there on a job transfer and stayed until Bush took thing too far.
To answer some of your questions:
Post #11 – The FEC is asking for comments by Monday. See my post #6, this page.
Post #12 – There are hundreds, if not thousands of bogus and garbage donors in the BO donor transactions. I can only guess about why they did this. My guess is that the FEC is so poorly funded to do the it is there for, that BO believed he could get away with it. You can see the “bunker mentality” of the organization in their complaint process. They are totally insulated with requirements to have things signed, notarized, snail mailed, logged in and processed. I mailed the first complaint on Nov 21, by Priority Mail and it did not get logged in until Dec 1 and it took a dozen complaints and some phone calls to get us noticed. The prowl of the Dec 15 really got their attention.
I believe that the BO philosophy was to flood the FEC with 2.5 million transactions that they were ill-equipted to process so that he would be in a position to squelch any complaints that may have come out when it was finally reviewed. BO’s people must be a bunch of egomaniacs with contempt for “the system” and “the masses”. I find BO’s donor reporting insulting. It is an insult to the American People.
I also suspect that they only planned to run the campaign on about $500 million and had the laundry systems in place to look legit for about that much. But Americans are rebellious and then there was PUMA. So they needed another $250 million and did not have the systems in place to launder it very well. Hence, the overlimit and improperly allocated donations as well as general garbage were all thrown in.
The negative entries that you may be refunds of overlimit total donations from the donor, but more frequently are reallocations.
Most of these are noted as being requested but not as approved. This is a subject addressed in a complaint. The contribution limits are $2,300 for the primary and $2,300 for the general election (GE). If the donor does not specify it, the allocation is done base on date. So, for example, if BO got a donation of $4,600 on August 1 that does not specify $2,300 for the GE, he has to refund $2,300 and ask to donor to re-donate it specified for the GE or after the end of the primary campaign. But he did not do that. He reallocated the funds and noted on the record “REATTRIBUTION/REDESIGNATION REQUESTED” .
BO’s finances are so full of mess, that it is a problem to document it and communicate it to the general public in an effective manner.

The recent Presidential Election has brought to light the need to update and upgrade the regulatory capabilities of the FEC. Publicly funded candidates know they must be able to account for their finances. But what happens when there is no audit mandated?

Obama further refuses to disclose information about his own citizenship, employment, health and education as the American Public tries to figure out, “What the heck is going on, here?”
How did Barack Obama get away with filing expenses for $255 Million more than he showed donation receipts for?
The following may now be deemed necessary to protect the integrity of the process:
1. The campaign finances of Barack Obama should be audited at the campaigns expense.
2. The Commissions ability to review campaign finance reporting must be upgraded and updated for more thorough checks for compliance at the time of submission.
The Federal Election Commission is in a key role to come forward and stand up for the integrity of the election process. This is a plea to the Commission to protect the American People from the corruption of that process.
Fair Elections are fundamental to the freedoms of all Americans. With the population growth and the advent of media technologies we have come, more and more, to find that the candidate with the largest financial backing that can obtain the largest mass media influence has the most significant advantage in winning the election. This has become particularly true with the largest populations on the national level.
The American Public is becoming increasingly aware that our Presidential Elections can be bought. There is a resulting loss in the confidence in our elected officials to represent the public as opposed to special interests that can provide campaign finances. As our economy is distressed and people face hardships it becomes more imperative that the integrity of the election process be protected to give people a voice in the government that is facing some very important decisions about priorities. Without this, we face chaos and destruction.
The election of George W. Bush in 2000 brought some controversy over the voting process. The manner of his reelection in 2004 initiated alarms in many Americans. The Country has not faired well under his administration and this latest Presidential Election have been fraught with controversy. Not only are there questions about voter registration fraud and voting fraud, but now the campaign financing process is included in the abuse of the system.
Looking at the Obama campaign finances, it becomes apparent that the check of the donor information on the part of the campaign was minimal. The burden then falls on the FEC. But the campaign produced over 2.5 million donor transactions and there is no unique identifier to monitor the donors total donations and little validation that they are legitimate donors.
The Obama submissions were riddled with errors on city, state and zip code information and a single donor could have several name variations. Some of the records were flagrant trash like Jfggjjfgj, Jgtj and Khv, Khv and Hkvkv, K Vkn K V and Hdusahfd, Dahsudhu. Numerous donors had a single letter given for their last name. Others were listed as Anonymous. Most of these are errors that can be checked by a computer routine. If the candidate is unwilling to proof their own submissions, then the FEC should have procedures for such checks upon submission and reject reporting with errors over specified tolerance levels. And late reporting penalties should be applied.
And then there is the issue of “foreign donors”. There are actually 4,166 donors listed in the Obama donor records that have foreign address information and are not obviously with the military or government serviced there. The form apparently has no entry for foreign country specification. There are no notes about affirming the donor’s American Citizenship. These donors should have some additional reporting requirements.
What can be done so that Americans can take a more active role in protecting the election process, during the elections instead of after the fact? Americans can take a more active part in assuring the quality of candidate financial reporting if more sophisticated search functions were available through the internet. A unique identifier for donors could reduce donation limit exceedances and make their affirmation as legitimate donors easier.
A less formal error reporting process is needed to check abuses in a timely fashion. This could be entirely separate from the more formal complaint process. It would enable public monitoring and rapid reporting including internet submissions. Submissions could be limited and results handled informally.
Americans Freedoms are worth fighting for.

Here’s my hypothesis: all those phoney names like Doodad Pro, Anonymous and Jfggjjfgj are entries created by some Obot making $8 an hour. They were told to create a donor entry. The purpose was to just have NAMES in the computer database so that they could then transfer money in/out to keep the totals per person at/under the limit.
I have always believed that a big part of the Obama machine is devoted to creating a list of NAMES. Once you have that, the possibilities are endless. And in some cases the preferred names are made up names, truly unemployed people, retired people having little money …. all of the type that would never go back & check the records later. Look at his change.gov site – just another way to harvest names.
In this scenario the contributions of $5 by the same person repeated ten times per day make sense. Then later those same $5 increments are removed & reallocated.
A computer program that moves money to different names? Makes sense to me.

BO has sent in some amended FEC Reports. I do not see any change in the gross numbers reported in the summaries, so it must be something in other information. Notice he references,”a few of the contirbutions..” Obviously, he does not want to share his wealth.

It almost sounds like they are working a technicality on the reattributions. As if the law specified how soon the reattribution needed to be made, but did not specify a time frame for obtaining the contributors permission to do so.

Discrepancies in Donor Debits (Update to MUR 6142)
Dear Sir or Madam:
This is an update to complaint, MUR 6142, pertaining to the Presidential Campaign Funds of Barack Obama. The FEC file for Barack Obama, containing all donors disclosed, contains over 2.5 million transactions (file All.zip). A single donor may have hundreds of transactions listed. These transactions show some irregularities and there are questions about the reporting. These questions involve:
• Reattribution/redesignation transactions totaling $26 million without donor approval .
• Debits not reported for $562,277 of reattribution/redesignation credits (Table II).
• Uncollected chargeback and bank return debits of $1.9 million that do not appear to have been collected or listed as refunds .
There are 53,518 donor transactions listed as debits, for the Obama for America fund, totaling around $32 million. They are noted in the files as is shown in the attached summary Table I, with the associated funds shown in Table II. Examination of the reattribution and redesignation records show that there is approximately $562,277 more credited than debited for these transactions. It is understood that reattribution/redesignation is done for donors with funds over the maximum donation limit of $2,300 per campaign. It would therefore seem that they would all be required to be reported.
Another even more disturbing issue is the amount being taken as credit for transactions where there have been requests for reattribution/redesignation that the campaign apparently does not have. This amounts to about $26 million in funds (46,619 transactions) held by the campaign. Should these have been refunded? Some of the requests go all the way back to January 2008. Are these donors all over their $2,300 per campaign limit?
Then there are some debits listed as credit card chargebacks and bank returns. They do not appear to be included in the campaign report total for Refunds to Individuals. Even if these are accounting errors that could be dismissed against the reattribution/redesignation credits, they need to be corrected as they obscure the accounting and introduce errors. The $26 million in reattribution/redesignation requests would still be no lower than the cumulative total $25 million shown in Table II.
The American People need an audit of the Obama for America (C00431445) and Obama Victory Fund (C00451393). We are depending on the FEC to assure compliance with fair practices. Please audit the Obama Presidential Campaign Funds. Thank you for your time and consideration.

Three More Complaints To Go
California Exceedances, 422 of them totalling $393,431
Washingtin, DC Exceedances, 57 of them totalling $60,856, not including the mysterious $10 million lump sum contribution transfered from the Obama Victory Fund.
And last but not least, an assortment of smaller states submitted with a Summary Table, to date: 41% of the Post-General donor listed funds have been reviewed to find 708 exceedances totalling $755,082.
This would project that the Post-General Reports contain about $1.8 million in funds that are over the limit of $4,600.
Another $26 million may be exceeding the $2,300 per campaign (Primary and General Election) limits!

I think its great that PumaPAC is mentioned there, because normally the other Puma sites take credit but this time its clear, and Murphy and the PAC deserve credit for lining up all the teams and actions that go on in the PAC. No other Puma group joined it, this time it was just the PAC. And look what was accomplished! What a great example for the teams starting up now. Hard work, frustrations, covering all angles and then getting it out there.

IL Post-General Study
The update for IL has been done. The study of the Pre-General FEC reporting showed 77 exceedances of the $4,600 contribution limit, totaling $91,292 and actually many of those were refunded. But the bois just cannot help themselves and the Post-General study showed 149 exceedances, totaling $182,737.
To date, 48% of the post-general funds have been reviewed, showing 857 exceedances totaling $937,819

“My Contributions To The Obama Campaign Under Fictitious Names”
I’ve read recent reports of the Obama campaign receiving donations from dubious names and foreign locales and it got me wondering: How is this possible?
I run a small internet business and when I process credit cards, I’m required to make sure the name on the card exactly matches the name of the customer making the purchase. Also, the purchaser’s address must match that of the cardholder. If these don’t match, then the payment isn’t approved. Period. So how is it possible that the Obama campaign could receive donations from fictional people and places?
I decided to do a little experiment. I went to the Obama campaign website and entered the following:
Name: John Galt
Address: 1957 Ayn Rand Lane
City: Galts Gulch
State: CO
Zip: 99999
I then checked the $15 donation box and entered my actual credit card number and expiration date. The website did not ask for the 3-digit verification code on the back of the card. Instead, I was sent to the next page which displayed:
“Your donation has been processed. Thank you for your generous gift.”
….
It took a few days to confirm, but as of this morning, four charges have posted to my Credit Card account under four separate names. I used following names:
John Galt
Saddam Hussein
Osama Bin Laden
Bill Ayers

I would like to thank the PUMA PAC for their support in initiating the FEC complaint about BO’s campaign finances and for raising the awareness about the problem with their prowles and posts.
We are off to a great start. The clock is ticking. The FEC effectively has this calendar year to decide about an audit of BO’s campaign finances. Then record retention requirements start to lapse on his 2007 records.
We currently have identified around 1,000 donors over the $4,600 limit, 4,000 donors with foreign addresses, and 40,000 donors who’s allocations raise questions about violations of the $2,300 per campaign limit. At this time, I am finishing up the update of the $4,600 limit exceedances.
As a next step, I would like to request your input.
Is there interest in setting up a program for PUMA volunteers to adopt some donors to locate and contact the donors, sharing the contact information and replies with the FEC?

The Committee has reviewed and researched the contributions noted by you, and in response is filing an amendment to correct or clarify where needed.
As part of a continuous review the Committee researches and reviews for any errors, then subsequently updates to make the necessary corrections. The Committee is constantly reviewing the contributors? information in order to rectify any potential data entry errors.
For a few of the contributions noted by the Commission, the Committee timely refunded or reattributed the excessive portion, within the sixty days and is so reported on subsequent monthly reports.
Any contributions that were received after the general election and are designated for the general were refunded and will be reported on subsequent reports.
Anonymous contributions exceeding $50 had the excess portion dispensed to the US Treasury. These refunds are reflected on line 29.
There were a few refunds noted by the Commission as either having the receipts of the initial contribution not being reported or the sums of the contribution being less than what was refunded. The election code used has been corrected to properly match the initial contributions to its refund. Refunds written to Jennifer Eplett Reilly, Jennifer Harmon, Jo Jacquet and Danielle McClure were voided and will be reflected on subsequent reports. Review of Margaret Mellon?s refunded was deemed correct.
The Commission noted contributions by David G. Demarco, Albert I Farbman, and David R. Hutchinson has only being partially disclosed on the 48-hour notice report. Albert Farbman and Winifred Farbman each showed a contribution of $1500 on the 48-hour notice report. This is reflected on Schedule A-P. David Hutchinson?s contribution was confused with that of Fred Hutchinson. The Committee did not find any discrepancy with David G. Demarco?s contribution. A software glitch caused duplication in some contributions filed on the 48-hour notice reports

(CNN) — The Federal Election Commission announced Friday increased contribution limits for the 2009-2010 federal campaign cycle.
Donors may now contribute $2,400 to a federal candidate during the primaries and an additional $2,400 during the general election. In the 2007-2008 cycle which just ended, the contribution limit for the primaries and general election was $2,300 each.
The limit for individual donors making contributions to a national party committee, such as the Democratic National Committee or the Republican National Committee, has also increased to $30,400, up from $28,500 in 2007-2008.

President Barack Obama has installed his personal and political attorney, Bob Bauer, as the Democratic Party’s new lawyer, a move that gives Bauer unmatched power in Democratic legal circles and marks him as a top behind-the-scenes player in the president’s inner circle.
In addition to representing Obama in personal matters, such as the federal investigation of disgraced former Illinois Gov. Rod Blagojevich, and political matters stemming from Obama’s presidential campaign, Bauer will also play that role for Obama’s new political network, Organizing for America, and the Democratic National Committee, which is administering the network.
The added work will mean a big pay day for Bauer, a leading election lawyer known for his shrewd but confrontational style, and his law firm, Perkins Coie, which becomes the preeminent Democratic firm. It already represents the Democrat’s Senate and House campaign committees.
It has reaped nearly $1.5 million in payments from Obama’s presidential campaign and an earlier political group since Bauer started representing Obama in 2005.

I was trying to wrap up the FEC studies with a final summary and came across another item of interest: The number of donors BO disclosed.
We all heard his claims of 3 million or so donors. That is supposed to be how he got all his $$. However, even though he had 2.5 million transactions in the contributor FEC files, there were only about 700,000 actual donors in the disclosed $485 million (of $741 million total).The rest he claims are from contributors giving $200 or less.
Well, guess what? Approximately 230,000 of the 700,000 donors he disclosed donated $200 or less. So BO is saying he collected $741 million in donations, but there were only about 470,000 donors who gave reportable amounts over $200.

Seven GOP donors fined for illegal contributions
WASHINGTON – Seven GOP contributors have agreed to pay civil fines for making illegal contributions to President Bush’s re-election campaign, the Federal Election Commission said Monday.
The fines are part of a wider political scandal involving Ohio fundraiser Tom Noe, who in 2006 pleaded guilty to federal charges that he illegally funneled about $45,000 to the Bush campaign.
Noe gave $45,400 directly or indirectly to 24 friends and associates who, in turn, donated money to the Bush campaign using their own names. That allowed Noe to avoid the $2,000 federal limit on individual contributions.
All of the checks were written in the days leading up to a 2003 fundraiser at a downtown Columbus, Ohio, hotel.
Noe served nearly two years in federal prison on the fundraising charge. He is now serving an 18-year sentence for a separate conviction for stealing from an Ohio investment fund.
The FEC assessed civil penalties against seven of the donors, and took no action against 17 others:

• Samuel S. Thurber $9,000
• Margaret L. Thurber $9,000
• Sally A. Perz $7,000

Restivo, who received the largest fine, told authorities he participated in the scheme at the request of Noe, who is his brother-in-law, the FEC said.
Authorities said Bush’s campaign committee was not aware of the contribution scheme and unknowingly submitted a false campaign report to FEC officials.

Dear Sir or Madam:
This is a supplemental update to complaint, MUR 6142, pertaining to the Presidential Campaign Funds of Barack Obama. It is based on FEC files downloaded from the FEC website for Post-General funds.
This is a Summary Report of the previously submitted Post-General Fund $4,600 limit exceedance supplements. The totals are listed in Table I by state. The contributors and their sums are listed in Table II. Individual transactions are not listed but are as per previous submissions. Some minor corrections have been made to the sums, as indicated.
There are a total of 1,656 contributors totaling $1.9 million that appear to be over the $4,600 limit by an average $1,155. It is of note that the listing of 1,656 contributors required 3,206 listings for variations in name and/or zip code (contributors may be listed more than once in Table II if there are variations in their names and/or zip codes but their sum is listed only once). This would indicate that there are many variations in the donor listings that make sums difficult to track.
The Obama Campaign submitted over 2.5 million transactions to the FEC. However, database analysis indicates that the entire campaign file contains only 704,773 contributors with unique names and 5 digit zip codes. The total contributions reported came to $485 million, yet they campaign reported spending $741 million. They also claim to have 2-3 million donors. What verification has been made that the unreported $255 million came from the 2 million donors, who are apparently claimed to be under the reporting limit? With all the exceedances of the total contribution limit, it would be reasonable to question the validity of the reporting limit claims. It is requested that the records of the unreported contributions be reviewed.
The American People need an audit of the Obama for America (C00431445) and Obama Victory Fund (C00451393). We are depending on the FEC to assure compliance with fair practices. Please audit the Obama Presidential Campaign Funds. Thank you for your time and consideration.

MUR stands for Matter Under Review. It is how the FEC refers to the complaints they receive. All the PUMA complaints sent in were consolidated as MUR 6142 on or about December 10, 2008.

The Year End FEC report for the Obama Campaign was reviewed and a supplement will be sent to the FEC. They refunded 47 of the 1,656 exceedances of the $4,600 limit. That still leaves 1,609 totaling $1.8 million in exceedances.
There was not much activity but the campaign’s cash on hand at the year closing is down to $15.5 million. That may not be enough to pay back all his illegal contributions that could be up to $30 million or so.
I wonder if BO knows how bad his book keeping is?
I hope the FEC is starting to calculate all those nice fines and penalties.

How can the Federal Election Commission expect any compliance to regulations if the abuses of the last presidential campaign go unquestioned? If the nations leader behaves with such financial irresponsibility and goes unchecked, what example does that set for others to follow?
The Obama Campaign reported spending $744 million to the FEC. Yet they have reported only $485 million in campaign contributions with donors disclosed. Is it believable that $259 million came from donors under the reporting limits? Our Studies (submitted as MUR 6142), of the reported contributions, show that approximately:
• $1.8 million appears to be over the contribution limit of $4,600.
• $26 million appears to be over the contribution limit of $2,300 per election.
• $4 million appears to come from non-military foreign residents.
These issues remained unresolved as of the year end filing for the campaign. There is no credibility for their under-limit claims. There are fewer than 711,000 donors listed in the Obama campaigns FEC reports, while the campaign claims 2-3 million. Supposedly this is the source of the $255 million in unexplained funds. Yet the submitted records are full of errors and some of the reporting so ridiculous as to be offensive and insulting.
The contempt and disrespect to the Commission and the American Public cannot be allowed to go unchecked. And now this administration has managed to get control of hundreds of billions of the taxpayer’s money. Please stand up for the American Public and audit the Obama Campaign Funds. We are especially in need of compliance to regulation and enforcement at the highest levels of our government.
We would like you to know that the Commissions efforts to accommodate public comments are appreciated. If our candidates cannot be expected to conduct their business in accordance with campaign finance regulations, the Commission must have the resources to enforce compliance during the campaign and follow up with it afterwords.

In these troubled times Americans must look to the basics if they wish to preserve their freedom. It falls on the Federal Election Committee to see that our elections are run in compliance with regulation. MUR stands for Matter Under Review. It is how the FEC refers to the complaints they receive. All the PUMA complaints sent in were consolidated as MUR 6142 on or about December 10, 2008.

I think they just did it. I found out through discussion with them. If you call about your MUR number, they will probably just have it cross referenced to 6142.
I did call them recently and the MUR is still open so they cannot give you any details of the case. Apparently BO does not want to share his wealth and is giving them a hard time.

Our last supplement to MUR 6142 was delivered to the FEC on 2/12/2009. We are planning no more supplements for some time, so it will be forwarded and the BO campaign will have 15 days to reply. We should probably start making some inquiries to the FEC the Week of March 9. This would also be the time to start promoting our findings. Especially with Porkulus looming. Connect the dots of financial irresponsibility.
The BO Campaign has apparently gone to quarterly reporting and the next report is not due until April 20, 2009.

Seems that BO is trying to balance his campaign finance books, but not doing real well. On 2/25/09 the campaign filed an amended Post General Report. So, what did he amend? The good news is that changes to the contributions are minor so our studies are still valid. The bad news is that he made major adjustments to the Disbursements (around $40 million) and now his Operating Expenses for his year end report do not add up. Ooops!

THE GORY DETAILS
I made some inquiries to the FEC about our MUR and spoke with a knowledgeable person who directed me to the listings with all the gory details of the FEC RFAI’s (Request for Additional Information) http://query.nictusa.com/cgi-bin/fecimg/?C00431445.
Check out the 412 page RFAI of 12/18/2008. The substance deals mostly with the exceedance of the $2300 limit and the reallocation issue, but the verbiage in the body of the letter makes it clear the over-limit donations are a big no-no.
Looks like they are building a case for that audit.

“A lawyer involved with legal action against Association of Community Organizations for Reform Now (ACORN) told a House Judiciary subcommittee on March 19 The New York Times had killed a story in October that would have shown a close link between ACORN, Project Vote and the Obama campaign because it would have been a “a game changer.”
Heather Heidelbaugh, who represented the Pennsylvania Republican State Committee in the lawsuit against the group, recounted for the ommittee what she had been told by a former ACORN worker who had worked in the group’s Washington, D.C. office. The former worker, Anita Moncrief, told Ms. Heidelbaugh last October, during the state committee’s litigation against ACORN, she had been a “confidential informant for several months to The New York Times reporter, Stephanie Strom.””

Update
MUR 6142 is still active to date. Complainers are welcome to call and inquire after it at the FEC but the FEC can not disclose anything on the MUR while it is active.
We had temporarily stopped sending updates to the complaint MUR 6142 after the end of year report so we could be sure the the BO campaign’s responses could clear their deadlines. BO is now filing quarterly reports so his next will be out on 4/20/09. The team is developing methods to process the database faster and do some additional analysis. Look for an update to the complaint to be sent in to the FEC some time in May.

BO’s Quarterly Campaign finance report came out on April 15. The campaign total resets after November 4, 2008, but the Cash On Hand is still very telling. His close on March 31, 2009 was just under $10 million.

Update on MUR6142
The FEC was contacted about the status of MUR 6142 and confirms that the case is still active and is being handled in “Enforcement”.
A case like this would typically take about two years to process. However, the Selected One and his Emperors now have their nasty little tentacles in the system. There is a 5 year limit on how long it can be dragged out. And, the Committee must vote on any legal action in the Federal Court. If we do not like the disposition of our complaint, we can take legal action against the FEC.
Now, as I understand the Audit Issue, there is a point system. If there are a sufficient number of points for violations, the Audit for Cause should take place. But then, there are those tentacles. I guess the question we should pose to the FEC is “How many more points does BO need to get audited?”
My guess is that the FEC just wants to hit BO with a nice big fat fine.

As of the last Quarterly Report (Ending Mar 31, 2009) they had not made more than a token attempt to return illegal items. I think they are trying to buy time. Their finances are a cluster mess. I do not think he has enough money left to pay back all those unapproved reallocations. Can you picture them calling their donors and asking if they would approve the reallocation or would they like their money back? BBBbbbwwwwwahahahah! It makes all that work worth it. And there will be alot of fines to pay.
The FECK Team has been working on a cross reference index for BO Donors. It is almost done. His 2.5 million transactions were made by about 675,000 donors that contributed about $485 million that was reported. We may have another supplement to file on the complaint if we get some more over limit donors identified. This study also looks at the small donations to evaluate the feasibility of his “under $200 donations” claims that they are using to try to explain away the $259 million in expenditures that they had no donations on the record to cover.

The team has finished cross referencing the BO 2008 Presidential Campaign Donors. As I have been compiling it and cross checking it, some interesting things come to light. It is really hard to get the big picture on 2.5 million transactions. We now see that there are only around 675,000 donors in BO’s database. And alot of those listed are under $200. Let’s see what we get as the picture gets clearer.

FECK Obama Update – Campaign Finance Analysis Method
As follow-up to the FEC Complaint, MUR 6142, we have been developing methods to analyze the massive number of transactions in Obama’s donor database.
WITH BIG THANKS TO THEAMERICANWAY for her tireless work cross-indexing, we have gotten a method for processing the massive mess.
The original database of 2.5 Million transactions was reduced to a file of about 700,000 unique names and 5 digit zip codes. These were cross referenced for minor variations in name and zip code and the relations documented in the original complaint studies were incorporated.
The result was a database of Obama’s reported donors. Based on our analysis of the FEC reportings through 12/31/2008, BO had 674,025 donors, contributing his reported $485 Million. His claims for the other $259 Million that he reported spending, was that it was donated in amounts under the reporting limit of $200.00.
So let’s take a look at that. Here are some breakdowns:

How very odd! Almost 1/3 of Obama’s reported donors are under the reporting limit of $200.00!!!
What is even more strange is that it would take at least 1.3 million donors @ $200 each to contribute the $259 missing million. More likely their average donation would have been $100 so it would have taken more like 2.6 million donors to make up the difference.
While not definitive proof of the farcical nature of the claims, this type of analysis can provide graphic demonstration of just how ridiculous they are.
And just to pat the FECK obama Team on the back one more time, notice that the $4600 exceedance donors of 1696 is in very good agreement with the studies done earlier (1608 contributors identified for the same database).
We will be providing Murphy and the blog with some more analysis and will be monitoring revisions made to the database by BO’s Amended Campaign Reports as he tries to fix the mess. Hopefully, we will also be able to process the Quarterly Reporting they are currently doing also. This way we should be able to reasonable easily see if any of the issues of our complaint are being addressed by the BO Campaign. So far, just chump change.

I have been cross checking and finalizing the cross-referencing of BO’s FEC Donor Database. Here are the revised breakdowns for the database as of 12/31/2008 (revision to post #91):

Seven of the overlimit donors were due to donations made after Nov 4, 2008. That leaves about 2,063 overlimit donors giving BO about $2.4 million in funds that are not legitimate. The campaign is reporting quarterly and only a couple hundred of thousand was refunded during the first two quarters of this year. I am planning to wait and see if he refunds anything significant in the report to be issued October 15, 2009 for the third quarter. If he does not, I think we need to do another PROWL.
This part of the study actually focuses more on the low end of the distribution. I really scrutinized these donations. There are no reasonable matches in the database for 113 people who received over $200 MORE in refunds from the campaign than they paid in. I will post the name in a subsequent post. There are another 542 who also got negative net refunds that were in the 0-$200 range, but it could be argued that they were for donations made under the reporting limits. The other 113 cannot be explained away like that. So, unless they are listed as some other name and address, they reflect unreported donations.
For further analysis will be the distribution of donors or reportable sums and sums under the reporting limit. You can see that almost 1/3 of BO’s reported donors are under the reporting limit.

If I had any doubt about the incompetence of the Obama Administration, they disappeared after reviewing his campaign finance reports. Post #96 is based on the year end campaign reports. Since then they have issued two more quarters of reporting. These reports appear to consist of numerous transactions debiting and crediting donors to avoid contribution limits. It gets a little confusing because there are alot of negative donations and refunds. Then, the monthly and quarterly reports have to have the sign changed on the refunds to go into the main contributor database.
Of all the improper accountings reported in post #96, only the following were corrected in the two quarterly reports issued:
Katkin, Elizabeth
Larussa, Robert
Tosolt, Robert
Wachtel, Cheryl
One other negative contributor (Simon, Daniel) was listed as being issued another refund of $2,300, bringing his contribution to ($4,600)
So it took them 6 months to fix 4 out of 113 and screw one up more.

As of today, the Obama For America Committee (C00431445) has been required to file 18 campaign finance reports (Form F3P) to the FEC as 4 quarters for 2007, 12 for 2009 and 2 quarters of 2009 to date. You would think this would require no more than twice that many. So can you tell me why, they have had to file 57 of these? That is a lot of revisions

The most recent update to MUR6142 was sent to the FEC today, detailing 1660 exceedances of the $4,600 contribution limit. There were 623 pages listing 22,944 transactions for the 1660 over limit donors. The Obama Campaign is still holding $2 million in over limit funds.

This is a supplemental update to complaint, MUR 6142, pertaining to the Presidential Campaign Funds of Barack Obama filed during the period of December 2008 through February 2009 regarding over limit campaign contributions and other irregularities of the Campaign Finances of Obama for America (C00431445) and Obama Victory Fund (C00451393). As of the 2009 Third Quarter FEC Report from Obama for America and the latest Monthly FEC Report from the Obama Victory Fund it is apparent that the Obama Campaign has not refunded the majority of the over limit campaign contributions we have identified.
The FEC filings that are the basis of the complaint have been further reviewed. The attached update is based on the following FEC reportings:

The Attached Table II contains the listings of the donors with total donations over $4,600 and also shows subtotals for the Primary and General Election. The current over limit funds that the Campaign appears to be holding is estimated as $2,071,967.92, based on amounts over $4,600.
The campaign has had sufficient time to correct any errors in accounting and refund over limit amounts. There have been 60 monthly and quarterly FEC reports filed by the Obama for America Campaign, mostly revisions to the 19 reports required. Most recently they have amended the Post General Report of almost a year ago. The actual net refunds being made are minimal. The excessive filings appear to be abusive of the campaign funding regulation and are not addressing the $2 million that the Campaign is holding that are clearly over the limit.
The American People need an audit of the Obama for America (C00431445) and Obama Victory Fund (C00451393). We are depending on the FEC to assure compliance with fair practices. Please audit the Obama Presidential Campaign Funds. Thank you for your time and consideration.

The basis of this update is the same as reported in Table I of the recently submitted update, dated November 6, 2009.
The Obama Campaign still has several million dollars in contributions that are over the limit. The over limit funds that the Campaign appears to be holding is estimated as $2,071,967.92, based on total contribution amounts over $4,600. This update also summarizes contributions over the individual limits of $2,300 for the Primary Campaign and $2,300 for the General Election.
The Attached Table I contains the summary listings of the donors with total contributions over $4,600 and also shows subtotals for the Primary and General Election. There is an additional $252,934.73 in donations that are over the individual limits of $2,300.
Table II shows transactions for contributions over the $2,300 limit that have total contributions under $4,600. The individual exceedances come to a total of $897,783.67. The over limit contributions are therefore estimated to be between $2,071,967.92 and $3,220,686.32. Although the amounts over $2,300 could be remedied by Reattribution/Redesignation, the contributors have apparently not agreed to such as of the end of September of this year.
The campaign has had sufficient time to correct any errors in accounting and refund over limit amounts. The continued discrepancies demonstrate an attitude of financial irresponsibility that is very disturbing. How are they permitted to retain funds that are in violation of campaign finance regulations?

A revised estimate of the BO Campaign contribution exceedances should be sent out next week. The revised estimate is between $2,144,234.23 and $3,375,460.86. At this point we have a database that is accurate enough for to really roast the implausible fraud. It is not just the exceedances. The numbers do not add up.

Today the FEC received another update to MUR 6142, as follows (without attached tables). The total number of contributors over the $4600 limit came to a total of 1699 and the total number of donors over the $2300 limit who were not over the $4600 limit was 1231. All their transactions were detailed and listed in the tables provided to the FEC, electronically, on CD. BO gets a copy to. Let’s see if they can get it right by the time the next quarterly report is due in January.
I am preparing one more report on the database, as a Christmas present for BO.

This is a supplemental update to complaint, MUR 6142, pertaining to the Presidential Campaign Funds of Barack Obama regarding over limit campaign contributions and other irregularities of the Campaign Finances of Obama for America (C00431445) and Obama Victory Fund (C00451393). This Supplement contains adjustments and corrections to the Tables contained in the Supplemental Updates of 11/6/2009 and 11/10/2009. The FEC filings that are the basis of this update are the same as those listed in Table I of the update dated 11/6/2009.
The corrected Tables of the 11/6/2009 and 11/10/2009 Supplemental Updates are enclosed in electronic form on a CD. The revised estimate for the over limit funds being held by the campaign is between $2,144,234.23 and $3,375,460.86.
Review of the campaigns contributor records shows numerous records that appear to be duplicates based on the record ID. These records may or may not be exact duplicated, some varying by one or more attributes, including the contribution amount. These duplicate records are listed in Table 1 along with the FEC reports that contain them. There are approximately 616 records with duplicates. Duplication of record ID’s can cause errors in database analysis. Duplicate record errors in the Tables contained in the Supplemental Updates of 11/6/2009 and 11/10/2009 are corrected in Table 2.
Other oversights are corrected in Tables 3 through 6. Table 3 of this Supplement contains records for additional contributors who are over the limit of $4,600. Table 4 of this Supplement contains records for additional contributors who are over the limit of $2,300 per campaign. Table 5 contains additional records for contributors who were previously reported over the limits that caused changes to their sums. Table 6 of this supplement contains additional records for contributors who were previously reported over the limit, but have no net effect on their sums.

I finally finished the analysis of the BO contributor database and will be sending it out shortly. To the bottom line, BO has $219 million in “Unitemized” campaign contributions that are probably over the reporting limit. I guess his laundry could only handle so much dirty money.

Negative Contributors and Mixed Contribution Classifications
(Supplemental Update to MUR 6142)
Dear Sir or Madam:
This is a supplemental update to complaint, MUR 6142, pertaining to the Presidential Campaign Funds of Barack Obama regarding over limit campaign contributions and other irregularities of the Campaign Finances of Obama for America (C00431445) and Obama Victory Fund (C00451393). Further analysis of the contributor database shows additional irregularities pertaining to negative contributors and mixed ORG/IND classifications for contributors.
The FEC filings that are the basis of this update are listed are the same as the FEC filings listed in Table I of the update of November 6, 2009. Line items SA17A, SA18 and SB28A were extracted as 2,605,632 records that were cross-referenced by contributor. It was found that there are approximately 684,188 unique individual contributors in the database who made contributions.
There were a significant number of net negative contributions, as well as several dozen contributors with mixed IND and ORG records, as detailed in the attached Table II. The distribution of contributions determined for itemized individual contributors is summarized in the following Table I:

The contributors with negative net contributions between $0 and -$200 may be reflecting refunds to contributions under the reporting limit of $200. However, the contributions more negative than -$200 are either errors in the records or reflect contributions over the reporting limit that were not reported. There are 197 such contributors, whose records are listed in Table III (attached). Table III contains 2,701 records. It is of note that 1,627 of them belong to a contributor named Doodad Pro, who’s employer is “Loving” and Occupation is “you”. His records are listed in a separate Table V. Similarly dubious negative donors listed include Dahsudhu Hdusahfd (46 records), Uadshgu Hduadh (20 records) , and Kalua Baileys (83 records).
The contributors with mixed IND and ORG records are listed in the attached Table IV. Of the 25 contributors with mixed records, 24 were treated as actual IND records and 1 was treated as an ORG contributor.
The duplicate records observed have been previously reported in the Update of December 12, 2009. The contributions made over the maximum limits have also been previously reported. Only one change is made to the contributors over the maximum limit, dropping Index 288304, Robert Hormata aka Robert Hormato as a refund was found under the name of Robert Hormats.
The numerous errors in the contributor records make accurate analysis of the contributor database a difficult task. Net negative contributions, mixed record types, duplicate records, contributions over the limit and an excessive amount of “Unitemized” contributors lead to questions about the sources of these campaign contributions.

Contributor Database Analysis of Unitemized Contributions

Dear Sir or Madam:
This is a supplemental update to complaint, MUR 6142, pertaining to the Presidential Campaign Funds of Barack Obama regarding over limit campaign contributions and other irregularities of the Campaign Finances of Obama for America (C00431445) and Obama Victory Fund (C00451393). The campaign reports 34% of all contributions as “Unitemized”. Is this plausible given the distribution of the reported contributions?
The campaign currently lists $259,161,672.58 as unitemized contributions. Are these contributions to be believed to be under the reporting limit of $200? That would require at least 1,295,808 contributors at $200 each or more likely around 2,591,616 contributors around an average $100.
A contributor database was developed using the FEC reports shown in Table I. Line items SA17A, SA18 and SB28A were extracted as 2,605,632 records that were cross referenced by contributor. The overall distribution of contributors is summarized in the attached Table II. Contributions are treated as sums for each individual contributor. Individual itemized contributors over $0 are listed in Table III in increments of $200 and shown as Figure 1.

The cumulative distribution of contributions shows three regions of behavior divided by the campaign contribution limits of $2,300 and $4,600 as shown in Figure 2.

Figure 3 shows an expansion of the region between 0 and $2,200, with the solid line showing the results from regression analysis of the data points.

The regression line intersects zero at -$40 million. Therefore the prediction for the unitemized amount from contributions under $200 is $40 million. The standard error of the estimate of the regression is $4 million (see Table IV). The dashed line represents the behavior if $259 million were under the reporting limit of $200.
$40 million in unitemized contributions would be consistent with approximately 400,000 unitemized contributors donating an average $100 each. Are there another 400,000 unitemized donors under $200, or are there 2,591,616 that would account for the total claimed by the campaign?

Certainly Figure 4 demonstrates that 400,000 is a much more reasonable estimate. And approximately $219 million of the $259 million in unitemized contributions are likely to be over the reporting limit. Who are the contributors of the other $219 million?

There is one other interesting thing to note in the Figure 2 of post 128, above. It was not included in the update because the issue is fairly subjective.
If you look at the discontinuity at the contribution limits of $2,300 and $4,600, there is a striking offset. While some offset and change of slope would be expected, this seems excessive. The final value that is predicted by the regression of the initial part of the cumulative distribution is $349 million dollars. That plus the $40 million would most likely reflect legitimate contributions of $389 million.
So, while there are $219 million in unitemized contributions that are dubious, there are also another $149 million in itemized contributions that are improbable. That would be a good estimate of “laundered” money.

In review of the itemized donations to the Ografter Campaign, it appears there is a time period of particularly unusually high values. This would be the period of 1/23/08 through 3/7/08. It spans 7% of the time of the campaign.
Approximately 50% of the over-limit contributors made donations during this time (both $4,600 and $2,300 exceedances).

“Three rogue Republican members of the six-member Federal Election Commission (FEC) – Donald McGahn, Matthew Petersen and Caroline Hunter – have reached new heights of irresponsibility and abuse of office in a recently issued opinion in an enforcement matter,” according to Democracy 21 Fred Wertheimer.

“In 35 years of monitoring problems at the FEC, there has never before been a systematic attempt by Commissioners to destroy the campaign finance laws they are sworn to uphold, as the three current Republican Commissioners are attempting to do,” Wertheimer said.
As a recent New York Times editorial (December 20, 2009) noted about these FEC Commissioners:
The six-member commission, shared evenly by the two parties, needs a majority for any enforcement action. For months, Republican members have cynically withheld their votes, rejecting staff investigators’ sound recommendations for citations and fines in current cases of obvious abuse. They seem to have completely forgotten why they are there: they are supposed to be enforcing the law, not sabotaging it.
“Ironically, Commissioner McGahn, the leader of the rogue Republican Commissioners, is only still on the FEC because President Obama has not replaced him,” Wertheimer said.
“McGahn’s term as an FEC Commissioner expired last April and he is not eligible for reappointment,” Wertheimer stated. “McGahn should not even be a Commissioner at this point.”
“However, McGahn can continue to serve on the FEC indefinitely and continue to work to cripple the campaign finance laws until President Obama nominates a replacement who is either confirmed by the Senate or given a presidential recess appointment,” Wertheimer said.
“President Obama should move promptly to name McGahn’s replacement on the FEC,” Wertheimer said.

The End of Year campaign finance reports are due on the 31st. We should be seeing them on Monday. Do you think the BO Campaign is going to refund those overlimit accounts? A complaint about duplicate records and some negative donations may be dismissed as bookkeeping errors. And supposedly they have gotten validation that the donations from foreign addresses are made by US Citizens Abroad? And the funny name could be considered comical?
But those overlimit donations are a big no no and the campaign has been warned about it already. So if the campaign has not made $2-3 million in refunds, there will another analysis of the database due.
Theamericanway is busy proofing the cross references and we are going to tune it up for another go-round.
Who thinks that Commissioner McGahn (see post 137)has kept his seat by voting against an Audit? I hope they are keeping tabs on all those fines and penalties that will be due.

I live in S.C. and this morning wrote to my two senators, Graham and DeMint, both Republicans. I mentioned the recent Supreme Court decision, and suggested they contact the FEC and ask for a copy of MUR6142. DeMint is a right-wing conservative, so he might well look into it. Can’t hurt to “spread the word”.

Jon Favreau, speechwriter with an IL address at the time, contributed a grand total of $450.10 to Candidate Obama. Favreau appears to have utilized an e-z pay technique, spreading the total sum over a period from 8/28/2007 through 9/29/2008.

The Americanway is currently proofing files 18 and 19 of 50 that make up the current database of 2.5 million records. Each file contains about 50,000 records that need proofing of the cross references.

The info at http://www.MUR6142.com has had a facelift. Theamericanway is on File 23 of 50 of the proofing. With the coming of the New Year it is time to look at what we have achieved so far with this project:
1. The filing of a credible complaint against the Obama Campaign has extended their campaign finance records retention requirements that would otherwise have been just three years.
2. The Obama Campaign was required to more accurately report the funds used in the campaign. They did issue multiple revisions to every report issued during the campaign.
3. They Campaign did create an item called “Unitemized Donors” that documents the imbalance in their books. This makes it clear how implausible the “small donor” story is.
4. The Campaign was required to verify the citizenship of some of the foreign donors.
And, most important of all, we let them know we are watching.
We intend to pursue the request for an Audit of these campaign finances. At the very least we will provide some transparency to Campaign’s financing by organizing and presenting the information in a usable manner for the public.

The Donner Database has been updated for OB campaign finance records through the year end of 2010. There were less than 600 transactions and few of them appeared to be refunds of the overlimit funds. Or fix any of the other problems we have noted to the FEC in our complaint http://www.MUR6142.com.
In the meantime, Theamericanway and Candice have been reviewing the database for accuracy. Corrections have been made for 61% of the database and were found to be 0.57% of the records. There will be some remaining errors as some issues cannot be resolved with the available information. That would be some fraction less than the corrections made, I would guess around 0.2%. Pretty darn good considering that the database as issued by the BO Campaign had an error on the order of 10%, making it useless for effective analysis.
At this point, we have demonstrated enough accuracy to defend our analysis and I am planning to update them. When we are done with the corrections, we should have a database that is accurate enough to stand up to scrutiny for general release.

One of the upgrades to the database that has been made is the record unique identifier. We will be using the FEC Record ID and Report Number to uniquily identify each record. This should make it more user easy to reference to the FEC files and understand.
One of the problems with the original database is that it contained duplicate records, a major problem for anyone trying to do database analysis. Originally we dealt with it by adding to the record name. But this makes updates a problem. There do not appear to be any records within the same report that have the same ID. I am guessing the FEC does record checking to prevent duplicate records within a report, but not between the reports.

The improved cross referencing is showing up alot more over limit donors. We had previously identified about 1,000 but now it looks like more like 5,000. I am checking my analysis, but it looks real. We still have another 39% of the database that needs review.
BO has been really bad and owes alot of money.
Do we release what we have now, or try to get the other files reviewed? That could take weeks.
Of course, we could do it now AND later.

Well, BO tried to hide but the PUMA have tracked him down. The new estimate looks like 5,082 donors over $4,600 by $10.3 Million. That is like 3 to 4 times our previous findings.
I am still checking my calculations, but it looks like they must have spent some time putting variations in the records that take alot of scrutiny to straighten out.

As of the 2011 Year End FEC Report from Obama for America and the Obama Victory Fund, it is apparent that there has been little to no corrective action on our complaint.
It is outrageous that a President so flagrantly flaunts the regulation of campaign finances. We are now starting another Presidential Campaign cycle and something must be done. Are our elections for sale?
We have continued to review the 2008 Campaign Finances of Obama of America for an accurate cross referencing of donors to the campaign and updated it with the most recent filings, through the year end 2010 and the results are very disturbing. At this point we have identified 5,082 donors with totals over the limit of $4,600 for the two campaigns of 2008 (Primary and General at $2,300, each). The total amount over the limit indicated is $10.3 Million. How is this not outright illegal?
The records for the 5,082 donors are totaled and enclosed on CD as Table I in an Excel Spreadsheet. For your convenience, the records are listed with the record ID and the FEC report number that they were extracted from. The table is not printed due to it’s length of 71,955 records.
Table I also shows subtotals for the Primary and General Campaigns. Exceedance of the $2,300 per campaign limit is also apparent and would suggest even higher total exceedances. However, this is not addressed in this update.

The FECK database has been adjusted and the 2010 Year End results indicate little has been done to pay back the overlimit funds. As of our last years update there were 1,699 donors over the $4,600 limit by a total of $2.3 million. 267 accounts were resolved and then 155 new exceedances identified.
This leaves us with a total of 1587 donors over the limit of $4,600 at a total of $2.0 million.

It is very disturbing that a President so flagrantly flaunts the regulation of campaign finances. We are now starting another Presidential Campaign cycle and something must be done. These campaign records contain errors and obviously invalid information on donors. There are many donors with contribution sums that are negative by more that the minimum reporting limit. And while there are fewer than 700,000 unique donors in the database of over 2.6 million records, $259 Million is listed as Unitemized Donors. Are these abuses to be allowed to continue?
We have continued to review the 2008 Campaign Finances of Obama of America for an accurate cross referencing of donors to the campaign and updated it with the most recent filings, through the year end 2010. At this point we have identified 1,587 donors with totals over the limit of $4,600 for the two campaigns of 2008. Approximately 267 donor accounts have been resolved but now there are 155 more. The total amount over the limit is still $2.0 Million. How is this not outright illegal?
The records for the 1,587 over limit donors are totaled and enclosed on CD as Table I in an Excel Spreadsheet. For your convenience, the records are listed with the record ID and the FEC report number that they were extracted from. A printed table can be made available upon request.
Table I also shows subtotals for the Primary and General Campaigns. Exceedance of the $2,300 per campaign limit is also apparent and would suggest even higher total exceedances. There are even more donors in the database with individual campaign totals over $2,300 that are not listed in Table I, as they do not exceed the $4,600 limit.

The FECK update is about ready to go out next week. We ended up with 1492 donors over the limit of $4,600 by a total of $1.92 million.

The same spreadsheet with the table in it has a summary of donors over the limit, ranked from highest to lowest. If anyone is interested in sending out letters like the one in Post 170, let us know.
The next update will probably be done in late April.

So, how did Obama for America collect all those record setting funds in 2008? The answer is in the Federal Election Campaign records. The problem is that there are over 2.6 million donor records, over 10% of which contain errors and discrepancies in donor information. We have organized these records into usable form. There are several million dollars in donations that are over the contribution limit. There is another several million in records with donors that do not stand up to scrutiny.
But the big money came in as “Unitemized Donations”, listed as $259 Million, but more likely to have been $40 Million. And most nebulous of all, is the Laundry. How about any funds that may have been added to the accounts of legitimate donors? So, how about those donors? Maybe another $100 Million or so? The problem for Obama for America 2008 is that their records were so full of errors that, if this was done, some of the funny money could get added to a donor who was close to or at the limit.

2.5 million transactions is alot for the FEC to Audit. That is, unless there were some PUMA who had already been working on it. All we have sent to the FEC are the cross referenced over-limit transactions. There is still the main database. We were about 60% through the proofing of the cross referenced database at the time we sent out the complaint update of post #173. I would not suggest general release until it is completely proofed.
It would be really great if we could send it to the FEC. However, the database is the intellectual property of PUMA PAC so I would like to get some feedback before we do anything like that.
And we could use some volunteers to help finish the proofing.

Theamericanway has been diligently working on the FECK files, but there are still a dozen to go. Then the corrections would be integrated into the database creating an accurate cross reference of all BO’s donors.
From what I can see, roughly $200 million in campaign contributions were outright bogus and another $100 million was laundered.
Where did it come from? Where did it go?
Is the FEC just going to lay down and let BO do it again?

College Student Credited With Uncovering Possible Election Fraud In Indiana’s 2008 Primary
Shocking election fraud allegations have stained a state’s 2008 presidential primary – and it took a college student to uncover them.
“This fraud was obvious, far-reaching and appeared to be systemic,” 22-year-old Ryan Nees told Fox News, referring to evidence he uncovered while researching electoral petitions from the 2008 Democratic Party primary in Indiana. Nees’ investigation centered on the petitions that put then-senators Barack Obama and Hillary Clinton on the ballot. As many as 150 of the names and signatures, it is alleged, were faked. So many, in fact, that the numbers raise questions about whether Obama’s campaign had enough legitimate signatures to qualify for a spot on the ballot.
“What seems to have happened is that a variety of people in northern Indiana knew that this fraud occurred, and actively participated and perpetuated the fraud, and did so on behalf of two presidential campaigns,” according to Nees. Prosecutors are now investigating. The scandal has already led to the sudden resignation Monday night of Butch Morgan, chairman of the St. Joseph County Democratic Party. He denied any wrongdoing, saying he looks “forward to an investigation that will exonerate me.”
Nees, a junior at Yale University, served as an intern in the Obama White House last year and supports the president’s re-election. But as an intern at the non-partisan political newsletter Howey Politics Indiana, he delved into the Byzantine and complicated world of petition signatures and found reams of signatures that he says appeared to be written in the same handwriting, some apparently copied from previous petitions….

The last of the revisions done by our faithful FECKers have been incorporated into the 2008 Campaign database. Our last revision contained approximately 60% of them. At this time we have a database that could be released for general use. The history of the errors in the FEC data is as follows:
2,605,538 Records from Individual Contributors
733,192 Unique Donors based on Name and Listed Zip Code
703,543 Unique Donors based on Name and 5 Digit Zip Code
679,474 Unique Donors based on PUMA Index
The above indicates that the original database had errors effecting the determination of donor sum of approximately 4%.
The last review of the PUMA index changed 13,382 records, indicating that our initial indexing had an error of approximately 0.5%
My current estimate of the error is approximately less than 0.1% for records that may be associated but cannot be determined based on available information.
I think this is as good as it gets.
I would like to send the cross referenced database to the FEC with updates to our complaint based on the latest revisions.
What are the thoughts on a general release?

This submission is in response to the Commission’s letter of November 29, 2011 regarding Obama for America’s October Quarterly Report (07/01/2011-09/30/2011):
Item 1: Excessive contributions from individuals have either been reattributed, redesignated, or refunded, as reflected on either the 2011 October Quarterly amendment or 2011 Year End report filed on or before January 31, 2012.
Item 2: An amendment has been filed to update the in-kind contribution recipient information.
Item 3: Donors that have been refunded more than their contributions were the result of double refunds. Their records have been corrected, reflected on either the 2011 October Quarterly amendment or 2011 Year End report filed on or before January 31, 2012. The Committee has also processed refunds for contributions received in the 2008 election cycle. A note has been added to the refunds relating to 2008 contributions on the 2011 October Quarterly amendment disclosing when the original contribution was made. Some of the refunds included unitemized contributions so the refund amount reflects the total aggregate contribution from the donor.
Item 4: An amendment has been filed to further disclose reimbursements to individuals.

Obama Campaign Tries to Intimidate Romney Donors

President Barack Obama’s re-election campaign is publicly identifying donors to Mitt Romney’s bid to unseat him in a move designed to intimidate, revealing the names on a website, Wall Street Journal columnist Kimberley Strassel reported.
Strassel writes that in the last week, the Obama campaign posted on a website an item titled, “Behind the curtain: A brief history of Romney’s donors.”
“In the post, the Obama campaign named and shamed eight private citizens who had donated to his opponent,” she said. “Describing the givers as all having ‘less-than-reputable records,’ the post went on to make the extraordinary accusations that ‘quite a few’ have also been ‘on the wrong side of the law’ and profiting at ‘the expense of so many Americans.’
“These are people like Paul Schorr and Sam and Jeffrey Fox, investors who the site outed for the rime of having ‘outsourced’ jobs. T. Martin Fiorentino is scored for his work for a firm that forecloses on homes. Louis Bacon [a hedge-fund manager], Kent Burton [a ‘lobbyist’] and Thomas O’Malley [an energy CEO] stand accused of profiting from oil. Frank VanderSloot, the CEO of a home-products firm, is slimed as a ‘bitter foe of the gay rights movement.’”
While writing that all are “wealthy individuals,” Strassel notes that they are nonetheless private citizens, do not hold office and are not criminals.
“We don’t tolerate presidents or people of high power to do these things,” Theodore Olson, the former U.S. solicitor general, tells Strassel. “When you have the power of the presidency — the power of the IRS, the INS, the Justice Department, the DEA, the SEC — what you have effectively done is put these guys’ names up on ‘Wanted’ posters in government offices.”
Strassel writes that the president has taken a “cutthroat approach to intimidating those who might give to his opponents.”
“He’s targeted insurers, oil firms, and Wall Street — letting it be known that those who oppose his policies might face political or legislative retribution,” she said. “He lectured the Supreme Court for giving companies more free speech and (falsely) accused the Chamber of Commerce of using foreign money to bankroll U.S. elections. The White House even ginned up an executive order (yet to be released) to require companies to list political donations as a condition of bidding for government contracts. Companies could bid but lose out for donating to Republicans. Or they could quit donating to the GOP — Mr. Obama’s real aim.”
Strassel concludes by writing: “Politics is rough, but a president has obligations that transcend those of a candidate. He swore an oath to protect and defend a Constitution that gives every American the right to partake in democracy, free of fear of government intimidation or disfavored treatment. If Mr. Obama isn’t going to act like a president, he bolsters the argument that he doesn’t deserve to be one.”

Statistical analysis of BO 2008 campaign contributions showed that approximately $219 million of BO’s contributions that came from covert source http://www.mur6142.com/images/FEC_1-2-10_Unitemized.doc . While sufficient as supporting grounds for requesting an audit, the analysis itself is not legal evidence of wrongdoing.
Most of our substantial complaints were about the overlimit contributions and foreign donors. The overlimit funds were only about $2 million but they are more significant as an indication of there being a system to launder money. My guestimate is that laundering provided the campaign with another $100 million. To uncover all that, you need to get into the expenses of the campaign. Like with an audit.
We may never see an audit of those 2008 funds, but I sure like how Rebecca is going after them now. We will see.
Hopefully the Bobots will do their revisions before their next monthly reports are due.

And shows it as a percentage of total contributions. It shows 43.8% through 4/30/2012. There are apparently alot of transfers and they are not transferring unitemized contributions…yet.

Keep in mind that the amounts listed from donors under $200 is not the same as the Unitemized amounts. There are donors under $200 that are itemized, even though that is not required.

Neil Munro at The Daily Caller is pointing out that Barack Obama has a truth-telling problem when it comes to being outspent on his previous campaigns. Someone should alert Politifact and its users in the press corps.
“I got outspent when I ran [the] first time for Senate,” the president claimed in his campaign speech Thursday in Maumee, Ohio. Munro found “Obama was misleading.” Yeah, that’s one word you could use.
The Federal Election Committee’s website shows that Obama’s campaign claimed $14,807,432 in donations by December 2004.
In contrast, his opponent, Alan Keyes, had only $2,545,325, according to the FEC.
That’s a six-fold advantage for Obama, not a deficit.
The imbalance in funding was the largest in that year’s Senate races, according to a 2006 book, “In The Election After Reform: Money, Politics, and the Bipartisan Campaign Reform Act.”
Munro explained that Obama did look like he would be outspent in the 2004 primary by Blair Hull, but his campaign imploded. I’d add that came in part after the Chicago Tribune picked apart his nasty divorce, just as the Tribune later pressed GOP candidate Jack Ryan out of the fall election over his nasty divorce. But Keyes was never a serious challenger. Then came 2008:
“The thing that I want everybody here to understand – each of you personally — is that back in 2008, everybody said we couldn’t do it because we were outspent,” he said during a 4.12 p.m. speech in Sandusky, Ohio.
Obama did not correct the claim, although he immediately revised it, by adding that “we weren’t favored.”
During the 2008 race, Obama raised $779 million. His GOP rival, Sen. John McCain, raised less than half as much, or $347 million.
In the Democratic primary, Obama raised $237 million, while his rival, Sen. Hillary Clinton, raised $229 million.
This is a fun challenge. I listened to the Sandusky speech last night, and here’s something else Obama said shortly after the “outspent in ’08″ stuff:
That first race that I ran as a state senator, Michelle and I, we were going around knocking on doors, passing out leaflets. Nobody gave us a shot. Everybody said, “Nobody can pronounce your name, how are you going to win?” (Laughter.) You don’t come from a famous family. We couldn’t afford to advertise on TV.
Which state Senate candidates advertise on TV in the Chicago media market? That’s just a bizarre story. This tale also obscures the little fact that Obama had no opponent in the 13th District when the primary election rolled around in March 1996, or in November. He successfully kept primary opponents (including the incumbent, Alice Palmer) off the ballot by challenging their signatures.

The FEC reports for the month of July will not be out until Aug 20th , so, who knows? But I can tell you the article incorrectly references BO’s total for the month of June as $71 million. It was actually $54.8 Million. It looks like the transfers are being double counted.
Obama for America got $45.9 million in contributions including $17.2 million transferred form the Obama Victory Fund 2012 . The Obama Victory Fund 2012 took in $36.1 million. 45.9 – 17.2 + 36.1 = 54.8
The DNC generally does not transfer to the OFA. The OVF transfers in and out of the DNC and OFA as the joint account.

The total Obama for America and Obama Victory Fund Receipts were $68.9 million. You have to double count the Obama Victory Fund transfer to get over $75 million as the campaign had claimed earlier this month for July.

Update of 2008 Campaign Donation Exceedances of $4,600 Limit
(Supplemental Update to MUR 6142)
Dear Sir or Madam:
This is a supplemental update to complaint MUR 6142 regarding the over limit campaign contributions and other irregularities of the Campaign Finances of Obama for America (C00431445) and Obama Victory Fund (C00451393). As of the 2011 Year End FEC Report from Obama for America and the Obama Victory Fund, it is apparent that there has been little to no corrective action taken on our complaint.
We have continued to review the 2008 Campaign Finances of Obama of America for an accurate cross referencing of donors to the campaign and have updated it with the most recent filings for the 2008 Campaign, through the year end 2011. A revised listing of donors over the 2008 campaign contribution limit (Table I.) is provided as an Excel file on the enclosed jump drive along with cross referenced itemized individual donor listings in an Access database file.
We can still identify 1,390 donors with totals over the limit of $4,600 for the two campaigns of 2008. The total amount over the limit is still $1.84 Million. The cross referenced contributor database consists of 2.6 million records, types SA17A, SA18 and SB28A for individual itemized donors. Contributor sums for each index are included. $259 Million is still listed under Unitemized Donors.
The 2.6 million records of the database, cross referenced by review, consists of 679,474 individual donors. Cross referencing the database records by name and zip code would result in an estimate of 733,278 donors. That approximates the error rate in the records as 7.7%, consisting of variations in name and zip code. Similarly, cross referencing by name and 5 digit zip code results in 703,610 donors approximating an error of 3.6%. The cross referenced, by review, database has an estimated error of 0.2% for records whose association is questionable but cannot be determined from available information.
The campaign records still contain errors, omissions and obviously invalid information on donors. One recently filed revision, FEC Report Number 753769, has over 400 records without any Campaign Designation. There are 119 donors with contribution sums that are negative by more that the minimum reporting limit. If there are refunds made, where are the records of the original donations?
The number of revisions to the reports already appears to be excessive, with the Post General Report having five revision since it was first issued (Table II). The Table II report numbers in BOLD are those used in this update.

I have posted the latest complaint revision to MUR6142 (Made last February) as I have discontinued the one at http://www.MUR6142.com
When I inquired about the status of the MUR on 12/21/2012, they said they could not discuss it as it was still an open MUR. As such, the Obama campaign is required to retain records and there are alot of obvious violations that involve fines and penalties, not just for them, but for the donors over the limits.
The FEC does appear to be perusing, through Requests for Additional Information (RFAI) the over-limit donors of 2012 who are donating under name variations. It may still be of value to support them in this through additional complaints. I would be possible to compile the 2012 campaign, use our 2008 cross-references and the RFAI information to evaluate the 2012 funny money.
The FEC has also included a line item in their summary reports for “unitemized” contributions. Obama for America way way outside the norm for 2012.

Out in plain view, it is 32% of the total contributions, including transfers from the Obama Victory Fund. They generally do not transfer unitemized funds from the OVF but if they are not careful and transfer money from a donor at the limit, they go over. That makes things messy.
I guess it is tough keeping all that fraud straight.
